The Rooney Law Firm is comprised of former IRS counsel, Frank J. Rooney, and a staff of legal assistants and accountants.
Mr. Rooney is a graduate of the George Washington University National Law Center with honors, has a Master's Degree in Taxation from Georgetown University Law Center, and is a former attorney with the IRS National Office in Washington, DC. Mr. Rooney also passed the CPA examination. He is an expert in relieving taxpayers from IRS problems. Besides his tax practice, Mr. Rooney has taught tax courses at George Washington University Business School, & the VPI School of Business. He also conducts lectures of tax matters for private & governmental agencies and professional groups. Mr. Rooney is licensed to practice law in Colorado, Virginia, Maryland and Washington, DC.
Mr. Rooney practices in the areas of criminal and civil tax law controversies, including representation in IRS criminal investigations, regular and eggshell examination audits, IRS collection enforcement, and the elimination of income tax debts through bankruptcy*.
Mr. Rooney believes strongly in the Taxpayer Bill of Rights. Every client that retains this firm receives the representation that the Taxpayer Bill of Rights I and II provide. This means that no taxpayer needs to fear the IRS. Recognizing the human element of IRS controversies, Mr. Rooney attempts to resolve IRS issues expeditiously and with the least amount of emotional and financial cost to the client.

Tax Controversies: Including audits, IRS administrative appeals, trials in the U.S. Tax Court or the Federal Courts, employment taxes, tax shelters, collection, collection installment agreements, offers in compromise, & IRS refund suits.
Bankruptcy representation: concerning tax issues relating to sales, excise, and employment taxes including the discharge of income taxes. The firm has discharged over 2 million in Federal and state income taxes.
